More than a Civil Rights Memorial, this special space next to the Victorville City Hall building, is also a learning tool for the children of the Victorville School district. Every year, the district has its children compete in an "Essay Contest", asking the children to write an essay about a civil rights leader or activist who, in their opinion, was significant in the history of American Civil Rights Movement. The child who authors the chosen essay is honored by the placement of a solid cast bronze plaque, with a sculpted portrait of their chosen person, as well as being honored in cast bronze. This is an excellent program that benefits the community and the schools.
